RAK16000 is a DC current sensor. This module can measure DC current between 0 and 3A at a DC voltage of 0 to 26V. Multiplying the voltage and current values gives the power consumption. The RAK16000 uses the INA219BID current/power monitoring chip from Texas Instruments.
